Worley Services has been engaged to develop a Grafton and Lower Clarence Floodplain Risk Management Study (FRMS) and Floodplain Risk Management Plan (FRMP). In 2023, Council adopted an updated flood study for Grafton and the Lower Clarence.
The FRMS and FRMP will examine ways that Council can manage flood risk in Grafton and the Lower Clarence communities. Options that will be looked at include "structural" (or "built") options, such as raising levees and "non-structural" options, such as planning controls.
In 2024 Council adopted an interim "flood planning level" which sets floor heights required in new developments. The design flood event used to set the interim floor levels was a 2090 1% Average Exceedance Probability (AEP) flood, including predicted climate change. A 1% AEP flood means there is a 1% chance of a flood of that size (or bigger) occurring in any year. Part of the purpose of a FRMS will be to develop permanent flood planning levels for Grafton and the Lower Clarence.

Share your experiences of past floods, complete the questionnaire, or speak with the project team at one of our four drop-in information sessions. These sessions allow you to attend at a time that suits you, speak directly with staff, share your experiences and stories, and view the latest flood maps.
