Vital services such as utilities (water, sewer, roads, buildings, open space, waste/recycling) and planning for environmental controls.I think the airport and saleyards could be privately run and should not be part of Councils business.

Agree with most. But pretty sure that the airport wouldn't turn a profit if it was not for the support that the government gives to REX

water, waste, sewer, roads without these nothing else exists! However the other services that council provide are also important but useless if the first four in some form are not available :)

all the ones mentioned below. plus cultural experiences such as the art galleries (not that I use it much), and libraries. My kids love the library, the books, dvds and audio books especially are great. The airport is key for the many government agencies and private businesses that have an office here, that regularly travel to Sydney and back. It is also great for tourism, so that people can easily come straight to Grafton, rather than getting stuck in Coffs.Need to do more for health services by promoting prevention. Provide nice walkways and cycle ways that promote the area. Exercise stations along these would be great.
