Why develop a ten-year Community Halls Strategy?

    With more than 20 community halls spread across the Clarence Valley, it is important that they are considered as a network, with priorities being set to ensure there is equity between areas, whilst recognising Council’s limited resources.  

    Council commenced a Strategy for community halls in 2019.  However, natural disasters and the COVID-19 pandemic interrupted this process and fundamentally changed the context of our community halls.  With combined assets valued at more than $10 million dollars, it is important that the future of community halls is well considered and reflects the needs of the broader community.  

    What will the Strategy achieve?

    The Strategy will provide recommendations to help deliver community halls that have an effective balance between current community uses, future needs, and the ongoing costs for improvement and operational subsidies that are provided across the network.  It will aim to do this through collaboration with the community and utilising the evidence-based data available.      

    What happens next?

    The outcomes of the initial community engagement will be used to inform a full draft of the Strategy.  The draft Strategy is expected to be reported to Council and formally exhibited for public feedback early in late 2025 and 2026 respectively.  Following review of submissions received, the final Strategy is then expected to be adopted by Council in April 2026.

    Which community halls operate under a S355 Management Committee ?

    Section 355 committees operate under the banner of Council to provide assistance in carrying out some of our functions. 

    We have a number of committees that oversee the management of community facilities including parks and reserves, community centres and floodgates.
